Declaration of War

  pic1Yesterday, December 7, 1941-- a date which will live in infamy [1]-- United States of America, was suddenly and deliberately [2] attacked by naval and air forces of the Empire of Japan.
  The attack yesterday on the Hawaiian island has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed [3] on the high seas between San Francisco and Honolulu.
  Yesterday, the Japanese government also launched an attack against [4] Malaya.
  Last night, Japanese forces attacked Hong Kong.
  Last night, Japanese forces attacked Guam.
  Last night, Japanese forces attacked the Philippine Islands.
  Last night, the Japanese attacked Week Island.
  And this morning, the Japanese attacked Midway Island.
  Japan has therefore undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves.
pic2 The people of the United States has already formed their opinions and well understand the implications to the very life and safety of our nation.
  As Commander-in-Chief of the Army and Navy, I have directed that all measures be taken for our defense. But always, let our whole nation remember the character of the onslaught [5] against us.
  No matter how long it may take us to overcome this premeditated [6] invasion, the American people in their righteous might will win through to absolute victory.
  I believe that I interpret the will of Congress and of the people, when I assert [7] that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us.
  Hostilities exist, there is no blinking the fact [8] that our people, our territory, and our interest are in grave danger.
  With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph, so help us God.
  I ask that the Congress declare that since the unprovoked [9] and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.

 

要求国会对日本宣战

  昨天,日本政府还发动了对马来亚的袭击

  昨天日本部队袭击了香港。

  昨天日本部队袭击了菲律宾群岛

  昨天日本部队袭击了威克岛。

  昨天日本人袭击了中途岛。

  这样,日本就在整个太平洋区域发动了全面的突然袭击。昨天和今天的情况已说明了事实 的真相。美国人民已经清楚了解到这是关系我国存亡安危的问题。

  作为海、陆军总司令,我已指令采取一切手段进行防御。我们将永远记住对我们这次袭击 的性质。

  无论需要多长时间去击败这次预谋的侵略,美国人民正义在手,有力量夺取彻底的胜利。

  我保证我们将完全确保我们的安全,确保我们永不再受到这背信弃义的危害,我相信我表 达出了国会和人民的意志。

  大敌当前。我国人民、领土和利益正处于极度危险的状态,我们决不可稍有懈怠。

  我们相信我们的军队、我们的人民有无比坚定的决心,因此,胜利必定属于我们。愿上帝 保佑我们。

  我要求国会宣布:由于日本在1941年12月7日星期日对我国无故进行卑鄙的袭击,美国同日本已经处于战争状态。 Dec. 8, 1941.

 



 

注释:

1. Infamy:infamy是infamous的名词形式,表示“可耻”、“不名誉”等。如:hold a person up to infamy ( 使某人名誉扫地)。在本文里,infamy是“耻辱”的意思。是指人自己的感 受,与事实本身并不完全相符。

2. Deliberately:deliberately的形容词形式是deliberate,是“故意”、“存心”的意思。通常 含有贬义,如:a deliberate lie (存心的说谎)。a deliberate insult (存心的侮辱)。Deliberate还 有一个意思是“从容而谨慎的”,在这里就没有贬义了,如:he entered the room with deliberate steps (他从容不迫地走进室内)。

3. Torpedo:“鱼雷”的意思。

4. Launch an attack against:launch sth against/at是“发动”、“发出”的意思,launch an attack (发动攻击),launch threats at an opponent (威胁对手)。

5. Onslaught:“猛攻”、“突击”。

6. Premeditate:“预谋”、“预先计划某事”。a premeditated murder (预谋的凶杀)。

7. Assert:assert有许多意思,“维护”、“辩护”、“要求”等。在这里的意思是“宣 称”、“申明”,后面可跟名词或从句,如:assert one's innocent/that one is innocent (申 明自己是清白的)。

8. Blink the fact:blink的本意是“眨眼”,blink the eyes (眨眼睛)。blink the fact(that)则表 示“不考虑……的”、“忽视……的事实”,如:there's no blinking the fact that… (我们不能忽视……之事实)。
