　　Russia has appointed a top government official to safeguard human rights in Chechnya, against a background of international pressure to respond to accusations that its troops have been torturing civilians.
　　Acting President Vladimir Putin appointed Vladimir Kalamanov, head of the Russian Immigration Service, to the post on Thursday.
　　The announcement came as Human Rights Watch said there was growing evidence that Russian soldiers have been torturing hundreds of Chechens held in detention camps.
　　Human Rights Watch deputy director Rachel Denber said 400 people had been hauled off to detention centres from Grozny alone.


 


俄罗斯任命车臣人权特使
　　俄罗斯昨日任命一位高级政府官员为车臣人权特使，以缓解近来国际舆论对其在车臣滥用武力损害人权的压力。
　　代总统普京昨日宣布任命俄罗斯移民局长官卡拉曼诺夫为该人权特使，并要求他在周四到任。
　　据早先的国际人权调查报道，越来越多的证据显示俄军士兵对难民营中大量的车臣难民有虐待行为。
　　国际人权调查副总监Rachel Denber说目前仅格罗兹尼市就有400余名难民被安置在难民营中。
