Russia has appointed a top government official to safeguard human rights in Chechnya, against a background of international pressure to respond to accusations that its troops have been torturing civilians. Acting President Vladimir Putin appointed Vladimir Kalamanov, head of the Russian Immigration Service, to the post on Thursday. The announcement came as Human Rights Watch said there was growing evidence that Russian soldiers have been torturing hundreds of Chechens held in detention camps. Human Rights Watch deputy director Rachel Denber said 400 people had been hauled off to detention centres from Grozny alone. |
