More than 40 American experts on China have written to US President
Bill
Clinton urging him not to make what they call a "precipitous decision"
to build an anti-ballistic missile system.
The letter says that a presidential decision now could adversely
affect US relations with China.
It says it could provoke a series of negative steps by
China which could undermine American security.
Current plans, the letter says, are likely to serve as a catalyst
for China to accelerate its nuclear weapons programme since it believes
that its nuclear arsenal could otherwise become vulnerable.
